While we should no doubt be justified in making formal representations to Chinese Government about removal of rolling stock and remind Chinese of assurances given in April (see Mission Hankow telegram No. 301 to Shanghai) such representation would now come too late to be of much practical value and might arouse resentment. Please see in this connexion first sentence of your
telegram No. 294.
